President: Gil Williams, Williams & Associates, Inc.
Gil-002-2-smGil Williams is president at Williams & Associates, Inc. He has served as the president of the National Association of Interstate Commerce Practitioners; was honored as Small Business Person of the Year for the Greater Minneapolis Chamber of Commerce in 1984 and the Bloomington Chamber of Commerce 1998; and received Honorary Distinguished Logistics Professional in 2004 from the American Society of Transporation and Logistics. Williams was president of the Transportation Club of Minneapolis St. Paul; member of the school board for Bloomington Public Schools; chairman for the Bloomington Youth Comminssion; chairman Bloomington Housing and Redevelopment Authority; and a member of the Minnesota Freight Advisory Committee. He attended the University of Minnesota and has been a member since 1994.
Vice President: Cliff Phibbs, M.D.
Cliff Phibbs, M.D., is the Vice President of the Bloomington Community Foundation Board and has been a member for 16 years. Professionally he has been the Clinical Professor of Surgery at the University of Minnesota Medical School and President of Fairview-Oxboro Clinics. He also served as a Bloomington School Board member for 9 years with two years as Chairman. Phibbs also has experience serving on the boards of Washington State University Foundation, American College of Surgeons Foundation, Hillcrest Methodist Church, Bloomington Heart Health Foundation, Bloomington Jaycees, Medical Director-Minnesota Protective Insurance Company, Bloomington Chamber of Commerce, Bloomington Health Advisory Board, Martin Luther Manor Board, and the Minnesota Valley YMCA. Phibbs received his B.S. in Zoology at Washington State University, his M.D. at University of Washington Medical School and his M.S. in Surgery at University of Minnesota. Phibbs was a Captain in the U.S. Army Medical Corps.

Paul Mount is a shareholder in Mount & Borresen, Ltd., a Bloomington based CPA firm. He has served on the Buena Vista University Alumni Board and joined the Bloomington Community Foundation in 2003.

Tim Culver, Educator
Tim Culver is a former chairman for the Board of Education for Bloomington Public Schools. He has taught in Minneapolis and Richfield and was an admissions officer for area colleges for 15 years. Culver is also a board member for the Association of Metropolitan School Districts Executive Committee. He was a member of the South Hennepin Human Services Council, Juvenile Justice Center and Minnesota Youth Advocates. Culver holds a bachelor’s degree from Macalester College and has lived in Bloomington since 1981. He has been a member since 1994.

Jeff Hatton is the chief operating officer at Premier Banks and holds a bachelor’s degree from the College of St. Thomas.  He also serves on the board for Bridging, Inc. Hatton has been a member since 2004.

Jim Lucas, Benefits Plus, LLC

James Lucas has been active in the Bloomington Community since 1980. He started his involvement as a Rotarian and was the club’s president in 1987. He is a member of the Bloomington Chamber of Commerce and the University of Minnesota Alumni Association. He also served on the Bloomington Planning Commission and the Bloomington Charter Commission. Lucas founded and owns Benefits Plus, LLC and is a financial representative of Northwestern Mutual. He served in the Navy from 1971-1976 and was an active duty officer. He received a Bachelor of Arts from the University of Minnesota in 1969 and a CLU from American College in 1980. Lucas enjoys golf, travel, politics and especially helping with Bloomington’s development and quality of life.

John Stanley, Raymond James Financial Services
John-Stanley-smJohn C. Stanley is the owner and president of Investment Management Services, Inc. and a registered principal with Raymond James Financial Services. Stanley lives and works in Bloomington and is a graduate of Bloomington Lincoln High School. He also serves as a board member for Workabilities, Inc. and is a member of the Public Affairs Committee for the Bloomington Chamber of Commerce. A Cum Laude graduate in Organizational Behavior from the University of Minnesota, Stanley has served on the boards of the Holiday Clearing Bureau, City of Bloomington Youth Commission, Powderhorn Park Neighborhood Association, and International Association for Financial Planning. Stanley is married, a father of one and a grandfather of two. He joined the Bloomington Community Foundation in 2011.
